There really are many, many reasons for a power surge on the USB hub, but most of the time it comes down to one thing: the USB hub is beginning to fail (or already has). Depending on if this is a built in USB hub (meaning the USB ports where the power surge is happening are in the motherboard) or an add-on card can depend on how serious this situation is.

Have you tried connecting to the camera to different USB ports? If not, try that. Try every USB port and if you get the message, write down which USB port gave you that message (you don’t have to be technical with it, just say ‘USB port on top’ or ‘USB port on back’), just so you know you’ve already tried that one. The reason I’m having you do this is to pinpoint where the bad USB hub is because you really, really need to stop using it as it can cause further hardware damage to the rest of your computer.

Find out if you’re getting the message when you plug the camera into on-board USB ports, or USB ports from an add-on card. If it’s from an add-on card failing, then you can simply either disable that add-on card through Device Manager or completely remove it from your system. If it’s the USB ports on your motherboard, then we’re going to have to get more technical.
